Chicago Faulted on Learning Disabilities

In a story posted on Monday, the New York Times reports on a complaint filed with the Illinois State Board of Education. The complaint, filed by the nonprofit advocacy group Health & Disability Advocates, states that the Chicago Public Schools have repeatedly failed to evaluate children with disabilities and move them into special education preschool programs as required by the federal Individuals with Disabilities Education Act.
